About SAEE

The Saudi Association for Energy Economics (Saudi AEE) was established upon the decision of the Ministry of Human Resources on December 17, 2020, with License No. 1998 and approved bylaws   Membership in Saudi AEE is open as per the categories and conditions set in its bylaws

Saudi AEE aims at building capabilities in energy economics and developing the professional and technical abilities in the energy sector and advancing societal knowledge of energy economics through supporting and producing related research.

Given the central role that energy plays in the Saudi economy, Saudi AEE would contribute to enhance the understanding of the challenges facing the energy industry and provide a forum to debate solutions to these challenges.  In addition, Saudi AEE will facilitate and expand the dialogue among the various stakeholders including relevant government entities, energy companies, universities, associations, and others.

The Association conducts lectures, seminars, workshops and invites officials and experts from the Kingdom and abroad into such events.

Saudi AEE is a member of the International Association for Energy Economics (IAEE) which is a global and non-profit professional organization founded in 1977 based in the United States (https://www.iaee.org/), with more than 3,000 members and over 30 national affiliates worldwide. Saudi AEE in association with KAPSARC hosted the 2023 IAEE international conference in Riyadh, in February 2023.

Leadership

As per the established laws of the Kingdom of Saudi Arabia, and Article Two of its approved bylaws, the Association’s founding Board of Directors is composed of the following:

H.E. Majid bin Abdullah Al-Moneef, PhD
Chairman of the Board
HE Dr. Majid Al-Moneef is the former President of the Saudi Association for Energy Economics (2022–2025) and served as Secretary General of the Supreme Economic Council of Saudi Arabia. He was Saudi Arabia’s Governor to OPEC and representative on its Economic Commission Board, and chaired KAPSARC’s International Advisory Group. He also served as President of the Saudi Economic Association, the Arab Energy Forum, and the GCC Energy Group. Dr. Al-Moneef was a professor and vice dean at King Saud University, and held board roles with Saudi Aramco, the Shura Council, and the Economic Research Forum. His work spans energy, economics, global development, and public finance.
Ibrahim bin Abdulaziz Al-Muhanna, PhD
Vice Chairman of the Board
Dr. Ibrahim Al-Muhanna served as Advisor to the Minister of Petroleum and Mineral Resources in Saudi Arabia for over 30 years. He is a Board Member of the Arab Gulf States Institute in Washington and former Vice Chair of the World Energy Council for the Gulf and Middle East. He holds a PhD in International Relations from the American University in Washington, D.C., and previously taught in the Department of Media at King Saud University.
Fouad bin Abdulmajid Al-Zayer
Chair of the Scientific Committee
Eng. Fouad Al-Zayer is an international expert in energy economics, data transparency, and global organizations. He has over 35 years of experience with Saudi Aramco, OPEC, and the International Energy Forum. He led the JODI initiative in collaboration with 70+ countries. His work focuses on data governance, policy support, and energy diplomacy. He currently serves as an independent energy advisor and is a member of the Arab Energy Forum’s Executive Committee.
Nader bin Turki Al-Katheeri, PhD
Chair of the Finance Committee
Dr. Nader Al-Katheeri is a senior fellow at KAPSARC and an expert in macro- and microeconomics of energy. He holds a PhD in economics from the University of Sussex, along with master’s degrees in applied mathematics and business administration. His research focuses on modeling the economic impact of energy transition policies and has been published in leading journals. He has contributed to studies supporting energy and economic policy decisions. Dr. Al-Katheeri is a member of the Saudi Association for Energy Economics and participates in national and international research initiatives.
Fawaz bin Hamad Al-Fawaz
Board Member
Mr. Fawaz Al-Fawaz is an economist and advisor specializing in investment, banking, and fiscal policy. He holds a bachelor’s and master’s degree in economics from California State Polytechnic University. He has over 20 years of experience in the banking sector and has held senior roles in financial and investment institutions. He has served at the Saudi Arabian Monetary Authority and the Ministry of Economy and Planning, and writes a regular economics column. He is a member of the Saudi Association for Energy Economics.
Mamdouh bin Abdulaziz Al-Farayan, PhD
Member of Finance and Scientific Committees
Dr. Al-Farayan is an expert in economics, finance, and governance, and a member of over 40 national and international academic and professional associations. He holds a PhD in economics and finance from the University of Portsmouth and has been ranked among the top 2% of global researchers in his field by Stanford University. He has published and peer-reviewed hundreds of scholarly papers and served in academic roles in the UK. His professional background includes leadership in economic research, energy, accounting, and public sector financial transformation.
Nouf bint Nasser Al-Sharif, PhD
Member of the Scientific Committee
Dr. Nouf Alsharif is a macroeconomist and policy expert, currently serving as General Manager of Economic Research at Jadwa Investment, where she oversees Saudi economic analysis and forecasting. She holds a PhD in economics from the University of Sussex and serves on the boards of several real estate investment funds. Her previous roles include positions at the Capital Market Authority, Riyad Bank, and Prince Sultan University. She is also a board member of the Saudi Association for Energy Economics and a trustee of the KAPSARC School of Public Policy.
Fatimah bint Mohammed Al-Shahrani, PhD
Member of the Scientific Committee
Dr. Fatimah Alshahrani is an Associate Professor at Princess Nourah University and a former visiting researcher at Rice University and Michigan State University. She holds a PhD in statistics and specializes in quantitative analysis, risk management, and financial modeling in energy, finance, and environmental fields. She has held various academic roles, including Chief Science Officer in algorithmic trading. Her research focuses on AI, time series analysis, and big data applications, linking theory to impactful real-world outcomes. She is a member of the Saudi Association for Energy Economics.
Najla bint Dharman Al-Mutairi, PhD
Member of the Scientific Committee
Dr. Najla Almutairi is an Associate Professor of Economics at King Saud University, specializing in macroeconomics and econometrics. She holds a PhD in economics from Queen’s University in the UK and has published and peer-reviewed research in leading WOS-indexed journals. She has served as a consultant and contributed to studies on economics, energy, and sustainable development. She is a member of the Saudi Association for Energy Economics, IAEE, and the Royal Economic Society, and was selected as a Transformation Ambassador at King Saud University.

The Ministry of Energy supported the establishment of SaudiAEE and its launch, while King Abdullah Petroleum Studies and Research Center (KAPSARC) is its strategic partner.

SaudiAEE is an affiliate of the International Association for Energy Economics (IAEE) which is a global non-profit professional organization founded in 1977 with more than 3,000 members and over 30 national affiliates worldwide. SaudiAEE, in association with KAPSARC, will host the 2023 International Conference.
