About SAEE

The Saudi Association for Energy Economics (Saudi AEE) was established upon the decision of the Ministry of Human Resources on December 17, 2020, with License No. 1998 and approved bylaws   Membership in Saudi AEE is open as per the categories and conditions set in its bylaws

Saudi AEE aims at building capabilities in energy economics and developing the professional and technical abilities in the energy sector and advancing societal knowledge of energy economics through supporting and producing related research.

Given the central role that energy plays in the Saudi economy, Saudi AEE would contribute to enhance the understanding of the challenges facing the energy industry and provide a forum to debate solutions to these challenges.  In addition, Saudi AEE will facilitate and expand the dialogue among the various stakeholders including relevant government entities, energy companies, universities, associations, and others.

The Association conducts lectures, seminars, workshops and invites officials and experts from the Kingdom and abroad into such events.

Saudi AEE is a member of the International Association for Energy Economics (IAEE) which is a global and non-profit professional organization founded in 1977 based in the United States (https://www.iaee.org/), with more than 3,000 members and over 30 national affiliates worldwide. Saudi AEE in association with KAPSARC hosted the 2023 IAEE international conference in Riyadh, in February 2023.

Leadership

As per the established laws of the Kingdom of Saudi Arabia, and Article Two of its approved bylaws, the Association’s founding Board of Directors is composed of the following:

H.E. Majid A. Al-Moneef, PhD
Chairman of the Board
HE Dr. Majid Al-Moneef was the Secretary General of the Supreme Economic Council of Saudi Arabia, Governor of Saudi Arabia in the Board of Governors of OPEC, and its representative its Economic Commission Board. He was the Chairman of the International Advisory Group of the King Abdullah Center for Petroleum Studies and Research Center (KAPSARC), president of the Saudi Economic Association, the Arab Energy Forum, and the Energy Group of the Gulf Cooperation Council. He also was vice-dean and professor of economics at King Saud University, member of Saudi Arabia’s Shura Council, the Board of Directors of Saudi Aramco, and the Board of Trustees of the Economic Research Forum (ERF)
Ibrahim A. Al-Muhanna, PhD
Vice Chairman
Dr. Ibrahim Al-Muhanna was an advisor to the Minister of Petroleum and Mineral Resources in Saudi Arabia for more than thirty years, he is a member of the Board of Directors of the Arab Gulf States Institute in Washington (AGSIW), and Vice President of the World Energy Council for the Gulf States and the Middle East. He received his PhD in international relations from the American University in Washington and was Professor of media and communication at King Saud University.
Fahad M. Alturki, PhD
Chairman of the Research and Events Committee
Dr. Fahad Alturki is the Vice President for Research at KAPSARC. He has more than 20 years of experience in the field of economic research and consulting and is a member of the Board of Directors of the General Authority for Statistics in Saudi Arabia (GSTAT) He received his PhD in Economics from the University of Oregon in the United States and is a member of different research and professional societies, committees and institutions concerned with energy, economics and finance.
Rehab A. AlKhalifah
Treasurer
Rehab Al-Khalifa works as a communications and relations specialist at the office of the president of the King Abdullah Center for Petroleum Studies and Research Center (KAPSARC). She worked at King Saud bin Abdulaziz University for Health Sciences in Riyadh, and holds a bachelor's degree from King Saud University, and participated in organizing many exhibitions and conferences related to the field of economics, energy and international relations.
Turki A. Al-Aqeel, PhD
Chairman of Membership Committee
Dr. Turki Al-Aqeel is a senior advisor at the Ministry of Energy Agency for Electricity. He holds a PhD in Electrical Power Engineering, a Master of Business Administration, and a Postgraduate Certificate in Financial Management from Colorado State University, USA. He worked at KAPSARC and ABB-Saudi Arabia and published and refereed many scientific papers in periodicals and conferences.
Fawaz H. Al-Fawaz
Vice Chairman of the Communication and Media Committee
Fawaz Al-Fawaz has been an economic columnist for more than ten years. He obtained a master's degree in economics from California State Technological University, U.S.A. He is a member of several associations and councils, and worked
Noura Y. Mansouri, PhD
Dr. Noura Mansouri is a Research Fellow at KAPSARC, a Research Affiliate at MIT, and an Expert at WEC. She served as the (Lead) Co-chair of T20 Task Force 2 on Climate Change and Environment / Sustainable Energy during both the Saudi and Italian G20 presidencies. Dr. Mansouri accumulates over 16 years of research and professional experience. Including working for the Center for Global Energy Studies (London), and the French nuclear company AREVA. She earned her MBA and Ph.D. degrees in sustainability and energy transitions from the University of London. She is the author of ‘Greening the Black Gold: Saudi Arabia’s Quest for Clean Energy’. Dr. Mansouri completed a post-doctoral research fellowship at MIT. She served as a member of the Zayed Sustainability Prize Review Committee for 2018 and the Selection Committee for 2019-2022 and received the 2015 Women Excellence Leadership Award. She has many publications on climate change and sustainable development.
